<br />
Williams, who is the subject of a Silver Alert, was last seen by family members on October 2 at his residence in the 4400 block of Louisburg Road.<br />
<br />
Williams is a black male who stands approximately 6 feet 4 inches tall and has a slender build. He was last seen wearing a white sweatshirt, gray sweatpants, and gray tennis shoes. Williams is known to frequent the Mini City and Louisburg Road areas, and one reported sighting placed someone resembling him in downtown.<br />
<br />
While no foul play is known to be involved in Williams’ disappearance, the RPD is attempting to locate him to help ensure his wellbeing.<br />
<br />
Anyone who believes they know Williams present location is asked to call 911 immediately. Anyone who believes they have seen him since October 2 is asked to call the RPD Tip Line at (919) 834-HELP.<br />

Shortly before 3 a.m. on September 24, the suspect approached a truck driver who was making a delivery to the McDonald’s restaurant at 2801 Wake Forest Rd. At gunpoint, the suspect forced the driver into the restaurant and announced a robbery; however, he then left before taking cash.<br />

The suspect fled the vehicle seen in the third attached photo. That car appears to be an older model (circa mid 90s) Chevrolet Caprice that is painted in light-over-dark two-tone fashion and has aftermarket rims.<br />

This is the question City Manager J. Russell Allen is asking all Raleigh residents as he begins the selection process for the next police chief.<br /><br />

The suspect was described as a black male who stands about 5 feet 10 inches tall and has short hair. He was wearing a mask over his face.</li>
<li>Shortly after noon on Friday, August 17, 2012, a 70-year-old female victim returned to her residence in the 1300 block of Holland Hills Drive in Wake County near Fuquay-Varina. A suspect came into her house behind her and demanded money. He was described as a black male who stands between 5 feet 10 inches and 6 feet tall and has a thin build. The suspect was thought to be in his late 30s to early 40s and was wearing a white T-shirt, dark-colored pants, a blue bandana on his head, and sunglasses.</li>
<li>At about 8 p.m. on Monday, August 20, a 96-year-old female victim reported she was approached and grabbed by a suspect outside her residence in the 3400 block of Caldwell Drive in Raleigh. Cash was stolen from the victim. The suspect was described as a male of undetermined race; no additional descriptive information is available.</li>
<li>At about 7:15 p.m. on Friday, August 24, an 85-year-old female victim reported she entered her home in the 300 block of Meredith Street in Raleigh and was confronted by the suspect when she turned back around. The suspect was armed with a knife, letter opener, or similar weapon. The victim was robbed of cash. The suspect was described as a black male who stands about 5 feet 8 inches tall and weighs about 190 pounds. He wore a light-colored head covering and all black clothing.</li>
<li>At about 5:20 p.m. on Tuesday, August 28, a 77-year-old male victim was forced into his residence in the 600 block of Daniels Street in Raleigh and robbed of cash. The suspect was described as a black male in his 40s who stands about 5 feet 8 inches tall, has a husky build, and weighs about 180 pounds. He was wearing a white shirt, blue jeans, had some type of cap or “net” covering his hair, and was said to have “bad” lower teeth.<div class="separator" style="clear: both; text-align: center;">

City Manager J. Russell Allen today announced the retirement of Chief of Police Harry P. Dolan, effective Oct. 1. Chief Dolan’s retirement after five years as police chief caps a law enforcement career spanning 32 years and a tenure that brought progress to the department.<br /><br />“Harry Dolan has been an excellent police chief for Raleigh, but more importantly, he has been an exceptional leader,” Mr. Allen said. “His high level of technical and strategic law enforcement skills are matched by his unwavering ethical standards, commitment to the community, pride in the department’s employees, and enthusiasm for police work. <br /><br />“Every day, he was as excited about his opportunities as police chief as he was about his work as an officer the day he graduated from the Raleigh Police Academy 30 years ago. Our community is safer today because of his work, and he has personally touched many of us with his humor and compassion,” the City Manager added.<br /><br />Chief Dolan’s tenure as Raleigh’s police chief began Sept. 4, 2007, when he assumed his duties here after serving as chief of the Grand Rapids, Mich., Police Department for nine years. Prior to his service in Michigan, he was the chief of the Lumberton Police Department from 1992 to 1998 and the chief of the North Carolina Department of Human Resources’ Police Department at Black Mountain from 1987 to 1992. Before his work as a chief began, he served as a Raleigh Police Department officer from 1982 to 1987 after being named the most outstanding graduate of his police academy class. Chief Dolan’s law enforcement career began in 1980 as a Buncombe County deputy sheriff.<br /><br />“I am grateful to City Manager J. Russell Allen for selecting me to serve as Raleigh’s chief of police and a member of his leadership team,” Chief Dolan said. “That afforded me the distinct privilege and honor of serving this dynamic city and permitted me to have the truly remarkable experience of once again serving with the men and women of the Raleigh Police Department. Throughout their ranks, the members of this department demonstrate every day that they have a tremendous dedication to serving and protecting this community, and I’m absolutely confident they are prepared to continue to accomplish a great deal on behalf of its residents.”<br /><br />Each of the Raleigh Police Department’s six districts now have officers assigned to full-time community policing work, an initiative Chief Dolan began in the Southeast Police District in January 2009, and community policing is a hallmark of his tenure as chief. Internally, he emphasized training and preparedness, exemplified by accomplishments such as the development of the department’s Leadership Institute program and its implementation of national standards for handling critical incidents. In addition, he focused on improving departmental staffing, both in terms of filling officer vacancies and in regard to bolstering supervisory and managerial capabilities.<br /><br />“As chief, he has done an exemplary job leading the Raleigh Police Department,” Mr. Allen said. “He is a champion of community policing and has used his considerable knowledge and expertise in that area to strengthen ties between residents and police officers. In addition, he deserves credit for significant enhancements that have been made to the training received by Raleigh police officers and for improvements to the department’s organization, accountability, and professionalism.<br /><br />“Raleigh justifiably prides itself on having one of the nation’s best police departments,” Mr. Allen continued, “and Chief Dolan has enhanced that reputation during his tenure. His retirement is well-earned, and I know the entire community joins me in wishing him the best as he moves forward.”<br /><br />The City Manager said Deputy Chief of Police Cassandra Deck-Brown will serve as interim chief of police upon Chief Dolan’s departure. The search process for a new chief will be advertised and open to highly qualified internal and external candidates.<br /><br />Chief Dolan said that he began making plans to depart as his retirement eligibility approached and that he made a decision several months ago to retire from the department this fall. The Raleigh Police Department, in cooperation with the City of Raleigh Parks and Recreation Department, has created an exciting new volunteer opportunity. The Greenway Volunteer Program is designed to engage current Greenway users to help be the eyes and ears for the Raleigh Police and Parks and Recreation departments. Greenway volunteers will help monitor conditions on the City Greenways as well as report criminal or suspicious activity.<br />
<br />
The goals of the new program are to:<br />

<li>Promote greenway courtesy and safety;</li>
<li>Provide information to the public; and,</li>
<li>Summon aid for greenway users.</li>
</ul>
The program is an expansion of the current RPD Volunteer Program. Volunteers will not directly intervene in an emergency situation, but will contact the Raleigh Police Department for assistance.<br /><br />Greenway volunteers must be at least 18 years of age, pass a background check, complete three hours of training, donate at least eight hours a month to the program and contact the Raleigh Police Department at the beginning and end of their shift. The victim, Antonio Jarome Rasco, 22, sustained a non-life-threatening gunshot wound to his shoulder and was transported to Rex Healthcare by EMS.<br />

Follow-up investigation of the case identified Michael Anthony Connor, (DOB 7/9/88) as the suspect in and an arrest warrant charging him with attempted murder was obtained. Conner was taken into custody without further incident about 3 p.m. He is also charged with assault by pointing for aiming his weapon, a handgun, at a second victim who as at the residence at the time.<br />

The suspect got out of the SUV and approached the victim, who was not injured. After a brief conversation, the suspect offered to take the victim to her residence She agreed, and the damaged bicycle was placed on top of the vehicle.<br />

However, instead of taking the victim home, the suspect drove to her a short distance to Horse Track Alley off Clark Avenue. After parking the car, the suspect grabbed the victim and indicated that he intended to rape her. The victim fought loose and managed to get out of the vehicle. She hid nearby as the suspect fled, leaving the victim’s bicycle behind.<br />

The suspect is described as a white male with a medium skin tone. He was said to be about 5 feet 7-8 inches tall and had a muscular build. He had brown eyes, dark facial hair, may be in his 20s to 30s, and was wearing the cap, shirt, and shoes seen in the photo.<br />

At about 10:15 p.m. on May 31, the suspect seen in the attached surveillance photos committed a robbery at Kroger Fuels at 6300 Creedmoor Rd. Armed with a handgun, the suspect approached the clerk as she was outside the station’s kiosk preparing to close. He forced her inside at gunpoint and took money from the register.<br />

The suspect is a black male who may be in his 20s, stands approximately 5 feet 7-9 inches tall and weighs about 170 pounds. He was wearing the white mask, black baseball cap, dark-colored trousers and red hoodie seen in the surveillance photos. The back of the shirt has a design on it that appears to include a stylized bird.<br />

The suspect, Anthony Lucas Villaroel (DOB 4/1/89), was taken in custody at the scene and was charged with assault with a deadly weapon inflicting serious injury. The victim and the suspect were in a girlfriend / boyfriend relationship, and the shooting occurred while the two were together in a vehicle.<br /><br />UPDATE: On June 4, the victim died as a result of the wound she sustained on April 27. At about 6:30 p.m. on February 24, 2002, Raleigh Police Department officers responded to a shots-fired call in the 1500 block of Crest Road. Initial investigation determined that a homicide had occurred at 1527-15 Crest Rd, and the body of the 27-year-old victim, Martin Herrera Sotelo, was located a short time later in a nearby dumpster.<br /><br />The follow-up homicide investigation of the incident determined that three suspects had been involved in the crime, and warrants were obtained charging each of them murder. The three suspects were identified as:<br /><br /><ul>
<li> Noel Monterrubio Garcia (DOB 10/22/69)</li>
<li>Orlando Monterrubio Garcia (DOB 5/20/75); and,</li>
<li>Tomas Serrano Garcia (DOB 9/22/70).</li>
</ul>
Efforts were made immediately to locate and arrest the three suspects; however, those efforts were not successful, and detectives received information that all three had likely fled the area.<br /><br />In 2003, it was learned that Orlando Monterrubio Garcia had returned to Raleigh, and he was located and arrested.<br /><br />On May 8, 2012, the detective to whom the Martin Herrera Sotelo homicide case is currently assigned received information that Tomas Serrano Garcia had been arrested in Forsyth County, Ga., and RPD detectives traveled there to follow up on the Raleigh homicide investigation.<br /><br />While in Georgia the detectives worked with investigators with the Forsyth County Sherriff’s Department to successfully to locate the third suspect, Noel Monterrubio Garcia, and he was taken into custody there.<br /><br />Noel Monterrubio Garcia arrived in Raleigh this afternoon and has been processed into the Wake County Jail. A victim, Winzo Omari Gill, 23, was transported to WakeMed, where he later died. The incident remains under investigation, and no arrests have been made.<br />
