UPDATE: Maitland Drive Officer-Involved Shooting Incident

Wake County District Attorney Colon Willoughby has notified the Raleigh Police Department that he reviewed the SBI's report of the October 21, 2010, officer-involved shooting incident on Maitland Drive and concluded that matter does not warrant prosecution or further criminal investigation.

Following the district attorney's determination, the two RPD officers who discharged their weapons during the incident, D.C. Painter and P.D. Matthews, were notified by the department that they were returned to regular duty. In accordance with departmental policy, Painter and Matthews had been assigned to administrative duties after the incident.

Suspect Located in Haiti, Charged with 1991 Murder

On Thursday, Dec. 19, 1991, Raleigh Police Department officers responded to a homicide in the 500 block of S. Bloodworth Street. The victim was Yule Harrison, 23, of Raleigh.

Follow-up investigation determined that four suspects were involved in the murder of Harrison, and on Jan. 6, 1992, Ray Jemone Crenshaw, Christopher Michael Wilson, and Douglas McArthur Pace were arrested and charged in connection with the crime. In addition, an arrest warrant was obtained charging Fritzgerald Innocent (DOB 1/9/69) with the murder, but he eluded capture.

Innocent is believed to have fled the country soon afterwards. Eventually, the Raleigh Police Fugitive Unit, working in conjunction with the U. S. Marshals Service Violent Fugitive Task Force, developed information that he was living in Haiti under an alias.

A tenacious search for Innocent began to draw to a close when he was taken into custody in Haiti last fall. At the time of his detention, he was attempting to flee the country using a fraudulent passport.

Innocent was held in Haiti until extradition could be finalized and U.S. Marshals could take custody of him to return him to United States. When Innocent reached Miami, RPD homicide detectives assumed custody of the fugitive and transported him to Raleigh. He was processed into the Wake County Jail last night.

Records reviewed by the department indicate that Crenshaw, Wilson and Pace each received prison sentences for their roles in the crime and that Crenshaw and Wilson remain incarcerated under those sentences.

RPD Welcomes New Police Chaplains

The police chaplains stand with Chief Dolan and Major Daigle.
The Raleigh Police Department welcomed 5 new volunteer Police Chaplains to their ranks. The Police Chaplain Program now consists of a diverse group of chaplains representing the different religious denominations of the Raleigh community. Previously, there were only 2 volunteer Chaplains to accommodate the needs of the entire department.

The Police Chaplain Program is comprised of professional clergy members who volunteer their services to department employees, their families, and members of the community during times of crisis, sorrow, or conflict.

Police Chaplains are on-call 24 hours a day to assist police personnel with a variety of situations in the field such as line of duty death or serious physical injury of an officer, homicides and fatal motor vehicle accidents.  Our Police Chaplains may also be requested to respond to major incidents and disasters such as multiple injury incidents, officer involved shootings and to assist with crisis intervention.  Our Police Chaplains donate several hundred hours to the community and department each year.

Request for Assistance-Missing Person

Isaacs
The Raleigh Police Department is seeking the public’s assistance in locating Susan Stuart Isaacs, 57, who is believed to be suffering from dementia or some other cognitive impairment. She was last seen on January 15 leaving Aging Family Services, located on the 1100 block of Hardimont Road, on foot.

She is described as 6-foot-1 and 240 pounds, with short, blond hair and blue eyes. She wears black-framed eyeglasses.

Isaacs was last seen wearing a beige corduroy jacket, gray sweatpants and white sandals.

Anyone with information about Isaacs' whereabouts should call the Raleigh Police Department at 919-829-1911.

UPDATE: Request for Assistance-Hit and Run Vehicle

The Raleigh Police Department has charged Virginia Elizabeth Dresser (DOB 5/30/91) with felony hit and run and careless and reckless driving in connection with the collision detailed in the post below. Tips generated by media coverage contributed to the identification of the suspect, who turned herself in this afternoon.

Suspect Arrested after Police Pursue Suspect Vehicle

While fleeing a location in the 4000 block of Tournament Drive to avoid detectives from the Raleigh Police Department’s Drugs and Vice Unit, a suspect pointed a handgun at two members of the RPD from his vehicle.

Marked RPD units attempted to initiate a traffic stop of the suspect on Duraleigh Road near the intersection with Sedgewood Drive, but the suspect refused to stop. The suspect traveled along Duraleigh and Blue Ridge roads, leading pursuing officers to Wade Avenue. He took Wade to I-40 and stayed on I-40 until taking the exit to I-540 eastbound. While in the process of taking the I-540 exit, the suspect sideswiped another vehicle. One person from the other vehicle was transported; that individual was not reported to be seriously injured. The suspect vehicle came to a stop on I-540 west of the Six Forks Road interchange and the suspect was taken into custody without further incident.

As he was fleeing, the suspect threw a handgun and drugs from his vehicle at several locations. The weapon and packages of drugs were recovered by officers. Several motorists assisted officers by either reporting locations where items had been thrown from the vehicle or standing by at locations to point out the items to law enforcement personnel.

Assistance was provided during the pursuit by members of the N.C. State Highway Patrol and the Wake Sheriff’s Office.

The suspect has been identified as Steven Denell Elleby, 24, of Durham. Charges are pending.

Request for Assistance-Hit and Run Vehicle

In the early morning hours of January 1, a victim was struck by a vehicle while he walked along the edge of the road of the 6300 block of Hillsborough Street.  The victim sustained leg and head injuries as a result of the incident.  

RPD is asking for your assistance in locating the suspect vehicle which is believed to be a red ‘98-‘00 Mazda Miata (possibly a convertible). A picture of a similar vehicle is attached. The suspect vehicle will be missing the passenger side mirror and could have damage to the windshield, hood and front bumper consistent with striking a pedestrian and was last seen traveling eastbound on Hillsborough Street.   Anyone with information that might assist the investigation of the case is asked to call Raleigh CrimeStoppers at (919) 834-HELP or the Raleigh Police Department’s Crash Reconstruction Unit (919) 996-1187. Request for Assistance-Bank Robbery

Shortly before 11:30 a.m. on Thursday, December 30, a suspect approached a teller at the Wachovia bank located at 4530 Western Boulevard.
 
The suspect, who was described as a heavy set white female in her mid to late 20s, passed a note to a teller, completed the robbery and left the bank.
 
The suspect was wearing a green hooded sweatshirt, black “skull” cap, light colored pants and dark sunglasses with gold trim between the glass and arms.

Investigators believe that the suspect may also have been involved in two other robberies that took place in Wilmington, NC and Conway, SC back in October.
