On March 6, EMS personnel responded to an injured-person call at an assisted living facility at 600 Newton Rd. Upon arrival, they located a female resident, Rozena Barham Watkins, 93, and transported her to WakeMed, where she later died.
Watkins' body was taken the N.C. Office of the Chief Medical Examiner for examination, and a determination was made that her death resulted from complications associated with a fall, which occurred when she was pushed by another elderly female resident of the assisted living facility. As a result of the circumstances, the manner of death was recorded as a homicide.
Raleigh Police Department homicide detectives were notified of the medical examiner's determination and conducted an investigation. After consulting with the Wake County District Attorney's Office concerning the findings of the RPD investigation, it was determined that charges would not be filed, because the suspect possesses pronounced age-related diminished mental capacity.
